Chapter One: Introduction
1.1 Background of the Study
Traditional leaders have long played a central role in the governance structures of many Nigerian communities, particularly in rural areas. In Kano South Local Government Area (LGA) of Kano State, traditional leaders serve as key figures in resolving conflicts, promoting social cohesion, and providing leadership on various local issues. These leaders are often seen as custodians of culture and tradition, influencing local decision-making and facilitating the implementation of government policies at the grassroots level (Aliyu & Lawal, 2024). While their role in governance is often informal, traditional leaders possess significant moral authority, and their involvement in local governance can have a profound impact on community development (Umar & Ibrahim, 2025). However, there are concerns about the potential clash between traditional authority and formal local government structures, which may undermine effective governance. This study seeks to examine the role of traditional leaders in local governance in Kano South LGA, focusing on how they collaborate with elected officials, their influence on policy implementation, and the challenges of integrating traditional authority with formal governance systems.
1.2 Statement of the Problem
While traditional leaders in Kano South LGA play an important role in community governance, there is limited research on how their influence interacts with formal local government structures. The lack of clear boundaries between traditional authority and local government roles can lead to governance challenges, including conflicts of interest, duplication of efforts, and inefficiencies in decision-making. Moreover, the effectiveness of traditional leaders in promoting local development, particularly in areas such as security, education, and healthcare, has been questioned. This study aims to explore the role of traditional leaders in local governance, identify the challenges they face in collaborating with local government, and assess their impact on the development of Kano South LGA.

Limitations may include difficulties in accessing information from traditional leaders and local government authorities, as well as potential biases in perceptions of the role of traditional leaders.
1.8 Operational Definition of Terms
Traditional Leaders: Community leaders who hold positions of authority based on customary practices and traditions, often with roles in conflict resolution, social regulation, and governance.
Local Governance: The system of administration and decision-making carried out at the local government level, involving elected officials and various community stakeholders.
Policy Implementation: The process of executing and enforcing policies or decisions made by local government or traditional leadership within a specific community.
